The difference between Signal and Noise is nothing more than the intention of the communicator. Noise is only a Signal that nobody wants to pay attention to. 

Typically, when there is a lot of Noise in your transmission, you aim to develop techniques to exclude it, but you can also develop techniques to include it.. If you choose to transmit the Noise, then it becomes Signal.
